Genesis 10 NWT
32  These were the families of the sons of Noah according to their family lines and by their nations. From these the nations were spread abroad in the earth after the Flood.

Man from all these nations was under the law of sin were they not ?

All have as you say are fathered by Adam so have inherited from Adam what Adam has left them.
 
The ability to eat meat was given to Noah with the sole requirement to

Genesis 9:4
.Only flesh with its life—its blood—you must not eat.

Genesis 2:17

 This will take place in the day when God through Christ Jesus judges the secret things of mankind, according to the good news I declare.

1 Corinthians 9:19-23
For though I am free from all people, I have made myself the slave to all, so that I may gain as many people as possible. To the Jews I became as a Jew in order to gain Jews; to those under law I became as under law, though I myself am not under law, in order to gain those under law.

To those without law I became as without law, although I am not without law toward God but under law toward Christ, in order to gain those without law.
To the weak I became weak, in order to gain the weak. I have become all things to people of all sorts, so that I might by all possible means save some.

But I do all things for the sake of the good news, in order to share it with others.

Sin's law as defined by Paul in the Messianic Writings.

Romans 7 NWT
14  For we know that the Law is spiritual, but I am fleshly, sold under sin. 15  For I do not understand what I am doing. For I do not practice what I wish, but I do what I hate. 16  However, if I do what I do not wish, I agree that the Law is fine. 17  But now I am no longer the one doing it, but it is the sin that resides in me. 18  For I know that in me, that is, in my flesh, there dwells nothing good; for I have the desire to do what is fine but not the ability to carry it out. 19  For I do not do the good that I wish, but the bad that I do not wish is what I practice. 20  If, then, I do what I do not wish, I am no longer the one carrying it out, but it is the sin dwelling in me.21  I find, then, this law in my case: When I wish to do what is right, what is bad is present with me. 22  I really delight in the law of God according to the man I am within, 23  but I see in my body another law warring against the law of my mind and leading me captive to sin’s law that is in my body.
